CE Level 1 vs Level 2 Motorcycle Armor: Complete Buying Guide

If you're shopping for motorcycle back protectors, shoulder pads, elbow or knee armor, you've probably seen two labels on almost every listing: CE Level 1 and CE Level 2. They look like small print, but the difference between them is the difference in how much impact force actually reaches your body in a crash. Here's what the ratings mean, how they're tested, and how to decide which one is right for your riding.

What does "CE" actually certify?

CE certification for motorcycle protective armor follows the European standard EN 1621-1 (for shoulder, elbow, hip, and knee protectors) and EN 1621-2 (for back protectors). To earn either certification, a protector is struck with a fixed amount of energy in a lab, and sensors measure how much force passes through the pad to a flat anvil standing in for your body. The less force that gets through, the better the protector scored.

How the EN 1621 impact tests actually work

Both standards use a similar test rig, even though the pass/fail numbers differ by body area. A free-falling impactor with a fixed mass and flat striking face is dropped onto the protector from a set height, delivering a known amount of impact energy (measured in joules). Underneath the protector sits a rigid anvil fitted with a force sensor that records the peak force transmitted through the armor during the strike, in kilonewtons (kN).

A few details matter more than most riders realize:

  • Multiple samples, multiple strike points. Labs don't just hit one pad once — several samples of the same protector are struck at different points on the surface, and both the average and the single worst reading have to stay under the limit.
  • Temperature and moisture conditioning. Foams and polymers behave differently when cold, hot, or wet, so test samples are conditioned at multiple temperatures (and sometimes after soaking) before impact, so the rating reflects real-world riding conditions, not just a lab-perfect pad.
  • Two separate standards, two separate number sets. EN 1621-2 (back protectors) and EN 1621-1 (limb protectors) test at different energy levels because a back protector and an elbow pad see different typical impact forces, which is why the kN thresholds below apply specifically to back protectors.

CE Level 1 vs CE Level 2: the actual numbers

Both levels meet the same safety standard, but Level 2 has to pass a stricter transmitted-force limit. For back protectors under EN 1621-2:

  • CE Level 1 — average transmitted force of no more than 18 kN, with no single test result above 24 kN.
  • CE Level 2 — average transmitted force of no more than 9 kN, with no single test result above 12 kN.

In plain terms, a CE Level 2 back protector is tested to transmit roughly half the force of a CE Level 1 back protector under the same impact. Both are legitimate, legal, road-ready protection — Level 1 is not "unsafe" — but Level 2 gives you a bigger safety margin in a harder hit.

It's worth noting that shoulder, elbow, hip, and knee protectors are certified under the separate EN 1621-1 standard, which uses its own thresholds calibrated to the impact energies typical for limb protection: Level 1 allows a mean transmitted force of up to 35 kN (no single result above 50 kN), while Level 2 caps the mean at 20 kN (no single result above 30 kN). The two-tier logic is the same — Level 2 transmits meaningfully less force — but don't compare a limb protector's kN rating directly against a back protector's; they're measured against different scales.

Impact absorption in practice: hard shell vs. soft/flexible protectors

The CE level tells you how much force gets through, but not how a pad achieves that number — and that comes down to construction:

  • Hard-shell protectors use a rigid outer shell (typically a molded polymer) over a closed-cell foam liner. The shell's job is to spread the impact force across a wider area before it ever reaches the foam, which is often how thinner pads still reach CE Level 2. They tend to be less flexible and are common in back protectors and track-oriented gear.
  • Soft or flexible protectors rely on viscoelastic or shear-thickening foams that stay soft and pliable while you're riding normally, then stiffen almost instantly on impact. They can achieve Level 1 or Level 2 certification while flexing with your body for everyday comfort, though genuinely flexible Level 2 materials generally cost more than a comparable hard-shell design.

Neither construction is automatically "better" — a hard-shell Level 2 back protector and a flexible Level 2 back protector both have to pass the identical 9/12 kN test. The real trade-off is comfort and profile versus rigidity, not safety margin.

Street vs. track: which level do you actually need?

A few honest rules of thumb:

  • Daily commuters and touring riders generally get the most value from CE Level 2, simply because more time on the road statistically means more exposure to the kind of low-speed, high-frequency incidents (drops, being clipped in traffic) where back and shoulder protection matters most.
  • Track-day and sport riders should check their track's specific tech-inspection and entry requirements before showing up — many trackday organizers require CE Level 2 back protection as a condition of riding, and some also specify chest protection. Requirements vary by organizer, so confirm with the specific track rather than assuming.
  • Casual or short-distance riders can reasonably choose CE Level 1 if comfort, flexibility, or budget is the deciding factor, since Level 1 pads are often thinner and more flexible than their Level 2 counterparts.
  • Aggressive street riders who ride at higher speeds or lean angles without doing formal track days often split the difference by choosing Level 2 anyway, even though it isn't required off the track, simply for the larger safety margin.

How to check compatibility with your jacket's armor pocket

A CE Level 2 insert only helps if it actually fits your jacket's armor pocket, and "CE Level 2" alone doesn't guarantee a fit. Before buying a replacement or upgrade pad:

  • Measure the empty pocket flat — length, width, and, if you can, the depth of the pocket opening — rather than relying on the jacket's size label, since pocket dimensions vary by brand and even by model year.
  • Check the pocket shape. Some jackets use a simple rectangular sleeve; others are contoured for a specific spine channel or molded profile. A flat rectangular Level 2 insert won't sit correctly in a pocket cut for a curved, contoured pad.
  • Compare the protector's thickness, not just its footprint. Many stock jackets ship with a thin Level 1 pad, and some (not all) of those pockets have enough depth to accept a bulkier Level 2 upgrade — but a pocket cut tightly around a thin factory pad may not close properly over a thicker one.
  • Match the retention method. Pockets close over a protector with a hook-and-loop tab, a fully enclosed pouch, or an internal harness/strap system built into the pad itself — make sure the insert you're buying is designed for the way your jacket holds it in place.
  • When in doubt, ask before you order. If your jacket's pocket dimensions fall between sizes, it's worth checking with the protector's seller before purchasing a specific insert as an upgrade.

Where to find the rating on a listing

A trustworthy listing will state the CE level plainly, usually alongside the word "EN 1621-1" or "EN 1621-2" and the word "certified" or "approved." If a listing doesn't mention a specific level or standard at all, treat that as a red flag — it likely hasn't been independently tested.
